Sheffield Wednesday Faces a 'Significant Problem', Declares Football Regulator

'Our role is integral to football's future' - newly appointed regulator the new chairman

The Championship club's ongoing struggles represent a a "major concern" and the football regulator is looking to gain the ability to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has declared.

During an extensive discussion, the regulator, who was named to the position this week, voiced concern towards supporters of the Owls.

Kogan met with four supporters' associations representing the football team in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in last month.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for the English game and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they require examination and dealt with."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the Thai businessman indicated in the summer he would be willing to sell up at Hillsborough, but he has failed to complete a sale with potential new owners.

Missed wage deadlines on time in March and May led to sanctions by the football authorities in summer, blocking the team from conducting any recruitment activities for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Authority's Position

Kogan said: "Our role exists to serve the supporters of Wednesday, Bury or any football club where fans are dedicated to a local institution that has represented their community in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the regulator would prefer to work with them.

"Our least desirable course of action is start getting involved with an specific team, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," Kogan said.

"But the truth is, when you review the record of football, over the recent generations there have been some owners, not many, but particular people who have shown negligence in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

Wednesday followers have been voicing opposition to the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and maintained it represented a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the significant advances achieved might evaporate rapidly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a huge success story - we must maintain momentum.

"Considerable investment coming into football and has come into football for the past two decades, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the success and growth as an economic entity of the elite league.

"Being fully aware of the concern of undermining the division as a high-quality offering of the nation. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a significant confidence."

Partisan Associations

Kogan is still facing a "thorough examination" by the official appointments authority after he revealed he contributed money to the Labour Party in the past.

The chairman contributed funds to Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any type of partisan engagement."
