UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and using savings to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the sale of a retail complex in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that more than 70% of councils will have to raise local levies next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week further found local finances being stretched by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“Although only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study revealed.
